Version Updates being Blocked by open applications

I am wondering why slack.exe, cef_server.exe for Webstorm by JetBrains, chrome.exe, and brave.exe all need to be closed in order for SE to install the update? 

Just curious if this is an SE or an OBS issue. If it's OBS i'm headed over there!
